ENVIRONMENTAL DUE DILIGENCE IN THE PRIVATISATION PROCESS OF ANA

- The scope of work included, in general, the environmental risk assessment during the Concession of the airports managed by ANA, S.A. In this project, two levels of importance were established:
   • Level 1: Assessment of airports in Lisbon;
   • Level 2: Assessment of airports in Faro, Porto, Autonomous Regions and Beja.

At Level 1, we sought to determine environmental constraints and risks likely to affect the expansion of the existing Lisbon airport and to estimate the minimum investment in environmental measures.

Regarding the New Lisbon Airport (NAL), the scope included the assessment of existing information related to environmental issues or mandatory corrective measures for the locations in Montijo and Alcochete. The main environmental constraints in both locations, as well as the investment required, were determined.  The main analysis consisted in an assessment of compatibility of the Land Management Tools and Environmental Constraints with the projects, with a special emphasis on environmental factors such as ecological, noise, heritage and soil contamination aspects. The latter involved a description of the environmental impacts of Portuguese airports, the sources of contamination and the risks to human health, as well as an estimate of the correction costs. The main conclusions regarding Lisbon Airport concern environmental liabilities related to soil contamination at three sites - Fuelling Operations Group, TAP Fuel Station and Figo Maduro Military Airport. As for the expansion of Portela Airport, the main aspects analysed are related to noise and how it affects sensitive receivers. This noise will increase considerably with the expansion

Airports at Level 2 were analysed in order to determine the main results regarding environmental aspects to be considered and warning signs. We sought to address the main issues raised by VINCI in order to clarify any environmental aspects that may hinder the determination of solutions to be proposed and the costs to be considered for each development plan solution.
